Solved...

Well I finally solved this problem. It turned out to be the Immersion Touchsense software that enables the force-feedback stuff on my Logitech iFeel mouse. When I closed that, all the setup screens were lightning fast as they should be.

So I uninstalled that and now have a normal mouse that does nothing to tell my hand what it's pointing at. :( Oh well.
